Nord-Sud: Les Enjeux

By Abdelkader Sid-Ahmed
Publisud, 1981
313 pp.

An Algerian economist reviews the North-South negotiations of the 1970s (in which he took part) and concludes that the developing countries need to cooperate more closely to increase their "collective autonomy." The discussion of what this might entail and the obstacles to it is the high point of this intelligent book. The author's proposed agenda for new North-South discussions is more familiar but is right in arguing that the world's economic difficulties give the effort a new urgency.
