The main purpose of the author, a New Left scholar and journalist, is to show that the American theory that all the problems of the Middle East-Indian Ocean area stem from a Soviet threat is a misreading both of Soviet policy and of the forces at work in the region. He knows the region well and much of his case is sound, but he overstates it by a wide margin and he has no privileged access to the Soviet policy process.
