A retired Foreign Service officer who participated in some of the North-South negotiations of the 1970s calls for a new initiative by the United States on the real problems that were not dealt with by the successful American resistance to the New International Economic Order. His concise critical history of the past negotiations shows why new methods are needed as well. This is a good piece of work.
