This penetrating study sets its analysis of superpower involvement in the Horn against a background of a highly knowledgeable review of internal Ethiopian and Somali politics over several decades. The author concludes that neither superpower has been able to parlay its (largely military) aid into significant leverage over the policies of its "clients"-and only the use offeree would enable them to do so.
