Papers and comments from a 1979 conference at the University of South Carolina on the diplomacy of Secretary of State James F. Byrnes. The mixed verdict is that Byrnes was neither the unprincipled compromiser of the Truman accusation nor a principal author of the cold war. His skills as a domestic politician were inadequate, however, to the international problems of 1945-46.
