An overall review, necessarily compressed, of the political scene from the beginning to date. After noting similarities between the Panamanian political culture and that of Latin America in general, the author refers to Panama's uniqueness resulting from the historically high level of foreign participation: "The very nature and composition of the urban elite and the urban working class were fundamentally affected by foreign efforts to develop and expand the global maritime transportation network."
