Under the auspices of the Israeli Institute for the Study of International Affairs a diverse group of Israelis, Europeans and Africans, plus two Arabs, came together in Munich to talk about peace. The papers they discussed make a strange mixture of reflections on peace terms, negotiation, international law, Arab-African relations, and other subjects. All the contributors are moderate and reasonable, but is anybody listening?
