A Romanian jurist discusses the question of the continuance of treaty obligations in cases of state succession, the subject of a recently concluded international convention. He gives special attention to the thesis, dear to communist and Third World countries, that states which have undergone fundamental social revolutions are not bound by prior international treaties based on inequality and dependence. He draws on Romania's historical experience to illustrate many of his legal arguments. There is a summary in English.
