Is neoclassical economic theory misleading, or only inadequate, when applied to the problems of developing countries? Parts of these papers are very good, especially as that question applies to trade disputes in the North-South negotiations of recent years. Best of all are the editor's reflections on the conference at which the papers were discussed, which judiciously sort out a wide range of issues. He provides a well-chosen list of subjects that need more thought and research.
