In this volume, two Japanese analysts, Masataka Kosaka and Makoto Momoi, reach different conclusions on the seriousness of the Soviet threat. Kosaka takes the more relaxed view, while Momoi warns that the Soviets already have a military advantage in the Western Pacific.
