Lord Carver, former Chief of the Defence Staff in the U.K., has written a brief, thoughtful, and probing essay on the nuclear dilemma. He is unafraid, by his own admission, of being out of step with Whitehall orthodoxy. Thus Carver advises against Britain's purchase of Trident missiles and favors a reduction in NATO's dependence upon nuclear weapons.
