The authors' avowed effort to provide an appreciation of the international behavior of Third World countries is at least moderately successful although necessarily partial and uneven. Generalization over so wide a field tends to lack the bite of reality, but there is much here, in the concentration on the themes of security and development, to stimulate thought and further research, and perhaps provide some indirect advice for Third World politicians.
