Directed not to Cuban foreign policy per se nor to a current description of the Cuban scene, but to the nature and extent of the danger that Cuba poses to U.S. interests, this study concludes that the threat has been exaggerated by every U.S. Administration and that the U.S. national interest should be defined more precisely. The author is prepared to live with left-of-center regimes in the Caribbean Basin, but her tone is not polemical. Historical background and evolution in Cuban policies are presented with skill.
