Perennial disputes have marked this most long-lived of peacetime partnerships: questions of defense, of economic rivalry, of leadership and consultation. Individual leaders and private organizations, such as the Trilateral Commission, receive much attention. The last chapter, entitled "Coming Apart," deals with the Reagan Administration and the peace movement.
