The main questions addressed by this symposium of legal and political experts, some of whom took part in the lengthy negotiations which are now history, are whether the Law of the Sea treaty was a good or bad one and whether the U.S. was right to refuse to sign it. The authors disagree on these and other points, but in combination they provide an excellent critique of the treaty and of the problems of law, economics and even ideology that have persisted.
