In addition to being brief, this history is clear and fair minded. The author suggests that excessive use of rhetoric may have done some damage to the collective action of the developing countries. He concludes that the North-South dialogue "ranks well below structural reform in the South and liberalization of Northern trading regimes" in its potential for Third World economic development. There is a good bibliography.
