A Covenant with Power: America and World Order from Wilson to Reagan
A Covenant with Power: America and World Order from Wilson to Reagan
By Lloyd C. Gardner
Oxford, 1984, 251 pp

An American diplomatic historian comments on the difficulties this nation and its leaders have encountered since the days of Woodrow Wilson in using power to propagate and defend democracy. He then goes on to explain why avowed purposes have seldom been achieved. The chapters on the Truman and Eisenhower years are the best; the material on Carter and Reagan is thin and impressionistic.
