Ambiguity and uncertainty are bound to afflict voluntary guidelines with which compliance is expected, especially in cases where multinational companies are urged to conform to national standards. This detailed study of some years' experience draws on material from a number of sources but focuses on the interpretation of the OECD text and the cases discussed under it. It is a useful study but, in the end, one is left wondering how much difference the code has made.
