Silviu Brucan, a former Romanian ambassador now teaching at the University of Bucharest, is an insider in the sense that he lives in Eastern Europe under a Stalinist-type regime, but he has long been a maverick in his views on world politics and a critic of both East and West from a Marxist standpoint. Here he advocates basic structural changes, economic and political, in the U.S.S.R. and Eastern Europe, pointing to Hungary and Bulgaria as worthy pioneers and holding out hope that a new generation of leadership in the U.S.S.R. will follow. This book would not be publishable in the Soviet Union, nor, one suspects, in Romania.
