Almost all aspects of Soviet military and political strategy toward Western Europe are treated in these two exhaustive volumes by a long list of recognized experts. The connecting tissue appears to be the thesis that the Soviets use their military power primarily to shape political outcomes and that Western strategies for negotiating arms control have taken insufficient account of this. Many of the contributions in these volumes merit close study.
