Analyses of Soviet perceptions of Western intermediate nuclear forces, based on actual readings of Soviet literature and press, are far too few. This detailed and scholarly study, therefore, makes a welcome contribution. Garner concludes that the Soviets are indeed concerned by the new NATO deployments, especially the Pershing IIs, but not to the extent suggested by their propaganda campaign in Western Europe.
