A good collection of essays that focus on the NATO dual-track decision of December 1979. The motivations for the INF deployment are correctly seen as political rather than military. This book was prepared for a conference in the spring of 1983, and although it has a great deal on the actions and policies before then, it offers little guidance about how to get on from the current situation of initial deployments completed and negotiations collapsed.
