This is not the pioneer work on the events leading up to the Balfour Declaration-others, notably Isaiah Friedman, have preceded Sanders-but it is a full and fair account enriched by use of the British archives and other sources, especially the letters and papers of Chaim Weizmann. The book is long and weighty but not tedious, for the author writes well and gives full scope to the personalities who fashioned Middle East policy on the British side, such as Lloyd George, Churchill, Herbert Samuel and Balfour himself, and also, needless to say, to that of the remarkably persistent Weizmann.
