As this short but knowledgeable book points out, verification of arms control agreements is not a black-or-white process. There are many gray areas, especially those created by the tension between achieving a high level of technical certainty versus the political desirability of achieving an agreement. Because new technologies may be more difficult to verify, assuring compliance may involve more elaborate methods of monitoring and inspection.
