In this collection of essays, African development specialists at Canada's Dalhousie University evidently aim to foster tactical thinking on the Lagos Plan of Action; of real general interest, here, is a highly informative discussion by Barry Lesser of Africa's potential relation to the communications revolution. For the most part, however, the authors fail to avoid the usual pitfall of Plan proponents, and end up dwelling on what ought to be rather than what might be (most notably in considering the need for an African security system in terms of NATO's role in facilitating the European Community).
