The valuable Brookings annual gains special interest this year because of the guiding hand of Alice Rivlin who so recently dealt with most of its major issues as head of the Congressional Budget Office. The main international items concern defense and foreign trade, but the book's primary concern is with domestic measures to provide the sustained economic growth that would do so much to make public choices "less agonizing and divisive"-and, although the authors do not say so, would also improve the country's international position.
