Two observers intimately acquainted with the U.N., one Dutch and one American, give an outline of the world organization's origin, structure and potential, and review its record of 40 years. Without replying directly to the disillusion, criticism and complaints now current, especially in the United States, much of their text serves the purpose of rebuttal, although they point to failures and limitations as well as to achievements.
