The comparative success of Costa Rica, Colombia and Venezuela in achieving orderly democratic polities raises interesting and significant questions, well treated here. Explanations of course depend on specific political conditions as well as on economic and social factors, but the author assigns primary credit to the "spirit of accommodation" between key political sectors, to pacts of accommodation between rival elites.
