An aide (from 1976 to 1982) to the former secretary of the United Nations Council for Namibia recounts almost 40 years of efforts by the U.N. to pry loose South West Africa/Namibia from South Africa. As the author says, the Namibia saga aptly illustrates the central truth about the world organization: although useful as a tool, the U.N. is only as effective as its members.
