The author, who teaches political science at the University of Georgia, was a senior staff member of the Senate Select Committee on Intelligence Activities (the Church committee) in 1975. His book-half memoir and half scholarly monograph-is a valuable contribution not only to an understanding of that very important committee but of the Senate itself. The author chronicles the committee's flaws and problems but on balance gives it high marks.
