A retired Israeli general subjects various possible terms of political settlement on the future of the West Bank to analysis from the standpoint of Israel's security. He performs an excellent service in confronting the problem in precise terms, so that the issues of boundaries, demilitarization, limited sovereignty, guarantees, etc., may be better understood by any negotiator-Israeli, Arab or other-and by the public. Moreover, Shalev is realistic in his estimate of what kinds of settlement might be acceptable to the Arab side. He knows Israel cannot have absolute security.
