This is a book in tribute to Roosevelt's perspicacity. Mr. Bennett's thesis, a bit strained at times, is that the President had a carefully reasoned and sustained intention to form a close relationship with the Soviet Union as a deterrent to Japanese and German aggression. The intention was thwarted by the erratic Soviet response, British and French policy, and political and bureaucratic constraints in the United States.
