Everything about this enterprise is on a grand scale. It began with a conference sponsored by the U.S. Air Force with nearly a thousand participants, 96 of whom presented papers, half of which are printed here in one massive volume. The subject is Soviet military power in all its aspects: capabilities, strategy, organization, economy, political relations, and the U.S.S.R. as a global power. One can dip in here and there and find both good background information, good argument and many citations. With so many authors the book follows no single line, but the predominant theme is: know your enemy, recognize his strengths and his intentions, and avoid policies based on wishful thinking.
