This is a combination memoir and essay in social science analysis. In the author's long career he served as a consultant on the reconstruction of Hiroshima, the impact of American reforms on Japan, the use of small nuclear weapons, and land reform in Vietnam. He recounts his experience and comments, sadly and intelligently, on the limits of American influence over other nations, people and institutions. American objectives should be modest, he believes, and more effort should be made to anticipate consequences.
