In making a systematic survey of a familiar subject, Mr. Burnell of Warwick University has pulled together a great deal of material and made useful analyses. He sometimes stumbles, though, when he tries to decide whether certain policies or measures constitute "real economic nationalism." His more frequent emphasis on its protean character is sounder.
