Much of this study is descriptive-organization, regulations and practices having to do with policymaking, administration, conscription, training, use of manpower-but it also goes into such matters as morale, political indoctrination and control, treatment of ethnic minorities, and the interdependence of the military and civilian sectors of Soviet society. Obviously the author, an official in the U.S. Department of Defense, was unable to conduct her own research within the Soviet military establishment, and there are blank spots in her account, but it is amazing how much information she was able to gather from a thorough combing of Soviet military and other publications.
