This is the third volume in a magisterial biography built on deep research, filled with psychological and political insight, and beautifully written. Granted questions of foreign policy were secondary during the first four years of the New Deal, Roosevelt's attention to them, as Mr. Davis demonstrates, was superficial and insufficiently serious.
