This is an exasperating book. American policy toward investment needs more study. The authors command a good deal of data and trace significant links with trade and the policies of other governments. They make concrete suggestions for future policy. Their case is greatly weakened, however, by shaky and sometimes unclear reasoning, loose language and a failure to come to grips with some of the most interesting questions. For example, a quite original comparison of various measures of performance by foreign-owned and domestic companies is used to draw policy conclusions but there is no serious effort to explain why the differences occur.
