Arguing that Russia's role in the Caribbean forms a significant element in the overall Soviet thrust to destabilize the U.S. position, the author advocates a counterpolicy of "usurpation of Moscow's own tactics," that is, the use of proxies and military assistance and the unification of factions within allied countries. The study centers on Cuba, Nicaragua and Grenada, with a lesser emphasis on Jamaica, El Salvador, Honduras, Guyana and Suriname.
