Tales of espionage, smuggling and false identity make this volume livelier than many otherwise comparable studies of export controls. The 20 papers prepared for a conference in late 1985 have some interesting accounts of how the Reagan Administration tightened the handling of technology transfers by officials and former officials. The discussion of the basic policy issues is familiar. In their conclusions the editors recommend taking a hard line to maintain Western technological superiority.
