Another estimate and analysis, this one by Australian scholars, of plans and prospects as the Gorbachev era unfolds. The vantage point is the 27th Party Congress, seen through its major policy documents: Gorbachev's report and the new party program. The three principal authors (and four others) subject these statements and the current state of Soviet affairs to a rigorous critique, which nevertheless leaves many questions open. They tend to stress the weight of continuity in the system and to be cautious in their predictions as to the success of radical reforms.
