Uruguay's image as the Switzerland of South America was based on a reality that began to fade 30 years ago. This concise introduction to Uruguay's present concentrates on the decline of the country's "exceptionalism"; the origins, nature and effects of its military dictatorship; and the problematic effort to reconstruct stable democracy in the 1990s. Because Uruguay's economy is stagnant and its redemocratization in the 1980s has been much more a restoration than a renovation, the country's future is in doubt.
