Based on papers and discussions at a conference held in 1984, this solid volume contains contributions from 30 experts, all from the West save two each from Poland and Hungary. The underlying data are now out of date but the analysis, both of specific problems and of the overall shortcomings characteristic of all the communist countries, is as pertinent today as when written. The reasons for poor performance emerge clearly. The possibilities for improvement, within the system, are not clear at all.
