One of the West's leading experts on the Philippines concludes this historical study of modern Filipino politics on a somber note. He says that President Aquino, after making a good start, did not proclaim any clear goals, establish a political party or attempt to replace patronage with issue-oriented politics. She does not control the armed forces, the civil bureaucracy or even the corrupt elements in her own family. And she is too reliant on foreign support.
