Although he sympathizes with the arguments of Canadian economic nationalists and also hopes the country can maintain a foreign policy that sometimes diverges from that of the United States, this Soviet economist-writing before the U.S.-Canadian free trade agreement-concludes that "North American integration will undoubtedly continue regardless of whether or not it will be institutionalized in an intergovernmental treaty." His reasoning is well grounded in the work of M. M. Maximova and other contemporary Soviet analysts on the nature of capitalist integration.
