Exploitation of children, mainly in the Third World but also in the First, does not make a pretty story. Chattel slavery, debt bondage, child labor, child pornography, the street scene-Roger Sawyer describes it and wants to see something done about it through international action. Present U.N. procedures have been cumbersome, restrictive and utterly inadequate. He suggests a shift to the different structures and methods of the International Labour Organisation, with its long practical experience and provision for the participation of nongovernmental representatives.
