The third quadrennial marching orders for a new presidential term from conservatives assembled by the Heritage Foundation: dozens of papers on everything from agriculture to terrorism, each with a list of specific policy recommendations. The 63 authors include many who served under President Reagan but few who seem destined for the Bush Administration. Many essays praise Reagan for his first term but suggest that he failed to live up to ideological standards in the second. The pieces on foreign and defense policy are predictably in favor of increased military programs and skepticism toward the Soviet Union; they are wary of diplomatic settlements. The domestic papers call for more deregulation, reliance on the free market and the abolition of racial quotas.
