The author demonstrates that there are many unanswered questions about the capture in 1968 of the U.S.S. Pueblo in or near North Korean waters. But his hunch about the true story is rather wild and not very convincing. He believes that the National Security Agency arranged for the vessel to fall into communist hands in order that the North Koreans would use a code machine they found on board, thereby allowing the NSA to read traffic which had previously eluded decoding efforts.
