Applying an original, complex and rather labored approach to the policies of Britain, the United States and the U.S.S.R. in the postwar period, Mr. Lipschutz shows that conventional ideas about the vital importance of raw materials in shaping international relations are, to put it mildly, oversimplified. On more familiar ground, Mr. Anderson reports on U.S. dependence on imported raw materials and suggests that the situation is none too alarming if sensible policies are pursued.
