This work is a sobering reminder of the wide devastation that war can have on civilian populations. The massive displacement of the Vietnamese population in both North and South Vietnam is extensively documented by an American official who was deeply involved in refugee assistance. The book is long on data and short on analysis and conclusions, but this will not reduce the impact upon the reader who is prepared to read it through.
